It does not persist across process boundaries. OSCPlugin uses the class OSCDefaultCache as a default value for IPlugin.cache. Thus any plug-in can always rely on the caching functions. Most applications should provide their own, smarter cache in IPlugin.cache. It lives in its own file because OSCPlugin cannot load OSCPluginUtils due to circular dependancies.
